that means that you can't have %xxxx; (with a % not a &) within the <..>
of an <!ENTITY or <!ELEMENT declaration in the local subset. the local
subset you showed didn't have any parameter entity references anywhere
at all, so either you posted the wrong bit, or your parser has got
thoroughly confused.
