instead of:

use
<a><xsl:attriubte name="href">
<xsl:text disable-output-escaping='true'>
mailto:abc@xyz.com?subject=order&body=send%20current-issue
</xsl:text>
</xsl:attriubte>
</a>
The problem is that you were using an & for something other than starting an
entity. This will fix your problem.
