Try
<xsl:variable name="filename"
select="concat('../data/institutions/institutions_country',country/@id)"/>
<xsl:variable name="path" select="document($filename)"/>
<xsl:apply-templates select="$path"/>
You need to declare the variable $path with the select="..." syntax to get
a node-set, not a result tree fragment.
