weird behaviour of MSXML v3

I have a simple XML file with one Chinese character.
If I do a File->Open from MSIE 5.5, it shows
the Chinese character perfectly.
However, if I go through ASP and load the XML file,
the Chinese character is replaced by question mark.
What could be the problem? Given that I have run
the webserver and ASP file locally, hence assuring
that I'm using the same MSXML.
How can I go about fixing this?
