I've used a parameter passed at run-time to do this.
Example:
saxon -o foo.fo foo.xml foo.xfo path=http://xxx.xxx.xxx.xxx/dir/
<xsl:stylesheet ....>
<xsl:param name="path"/>
<xsl:template match="foo">
<xsl:variable name="getFileInfoPath"
select="concat($path,'common/getFileInfo.xsl')" />
</xsl:template>
</xsl:stylesheet>
