The solution to this one is devious:
<xsl:variable name="anzrows"
select="//user/nokeyuser/name[test=$anznokeyuser] |
//user/keyuser/name[test!=$anznokeyuser]"/>
Of course, in XPath 2.0 you get a proper conditional expression...
