Mirror cygwin.elite-systems.org is down temporarily

This is due to maintenance at the data center where the mirror is
hosted.  This has been happening since 12 midnight GMT-7.  They had to
shutdown the power so they could repair a critical power coupling.
There is no ETA on when the site will be back up.
