New versions of
glpk / libglpk-devel libglpk0
are available in the Cygwin distribution:
4.35-1 for cygwin-1.5
4.35-2 for cygwin-1.7
These are new upstream versions
compiled with gcc-4.3.2
The GLPK (GNU Linear Programming Kit) package
is intended for solving large-scale linear
programming (LP), mixed integer programming
(MIP), and other related problems. It is a
set of routines written in ANSI C and organized
in the form of a callable library.

To update your installation, click on the "Install
Cygwin now" link on the http://cygwin.com/ web page.
This downloads setup.exe to your system. Then, run
setup and answer all of the questions.
