Isn't upset used for generating setup.ini from the package tree in release/....
"Packages are grouped by directory under release. The directory name is the same
as the package name. For example, the boffo package will live in the boffo
subdirectory. Exceptions to this rule are historical. All new packages will
follow the rule of package name == directory name. However, for closely related
groups of packages, it is acceptable to use a heirarchical tree under release/:
If upset is used for parsing the packages under /release how should it
distinguish multiple setup.hint files if they are not located in different dirs
