This is a respin with cygwin 1.5.5 for the cygwin gnupg package. I also switched to /usr/share/man and /usr/share/info and use _update-info-dir now instead of a postinstall script.
* Respin with cygwin 1.5.5. * Tweak configure.ac to not to enable shm functionality. This was necessary because the cygipc package provides sys/shm.h, but that doesn't mean that cygipc is enabled/running.

You find build instructions for a windows native executable (MinGW) after unpacking the source (see gnupg.README for details) in: /usr/src/gnupg-1.2.2-X/CYGWIN-PATCHES/gnupg.MinGW.README
The source package contains the original's package detached gpg signature by the author and detached signatures of the patch file and the build/packaging script signed by the cygwin package maintainer of gnupg.
