A package needs to be listed in a setup.ini for it to be picked up by
setup.exe.
Make another dir (name doesn't matter) at the same level as setup.exe,
then make a subdir "release" under that. Put all your packages there,
one per folder, together with it's setup.hint, and then you run upset.
