I don't see e2fsprogs being integrated into util-linux; I'll need to
look into maintaining it separately.

I'm not sure if one is a replacement for the other.  I do see that both
Debian and Gentoo provide cramfs in addition to util-linux, so there
seems to be some merit to each.
