That's up to you. If I were doing it, I would drop 1.5 support altogether.

Boost 1.33 is rather Cygwin unfriendly. The patches are hacks that force it
to generate DLLs and import libraries for the DLLs in a way acceptable for a
Cygwin package. Boost 1.40 is a lot more Cygwin friendly and those are not
needed anymore, it generates import libraries automatically. But there are
probably other things that will need tweaking/patching/hacking. I suggest you
take a look at Cygports' Boost port for what needs to be patched. Or maybe
you could use the port right away as it is to build suitable Cygwin package.
It is up to you.
