You presume correctly!  In fact, I did done some work on texlive Gub
package for Cygwin a couple of years ago

which may or may not help, eg not sure if this

    https://github.com/janneke/gub/blob/master/patches/texlive-kpathsea-dll.patch

is upstream yet.
