https://sourceware.org/git/gitweb.cgi?p=newlib-cygwin.git;h=f665b1cef30f9032877081ac63ea94910825be6a

commit f665b1cef30f9032877081ac63ea94910825be6a
Author: Ken Brown <kbrown@cornell.edu>
Date: Thu Aug 17 09:12:15 2017 -0400

    cygwin: Implement renameat2

Define the RENAME_NOREPLACE flag in <cygwin/fs.h> as defined on Linux
in <linux/fs.h>. The other RENAME_* flags defined on Linux are not
    supported.
