a problem in the tty mode

When I use bash in tty mode, terminal options are occasionally
modified into random ones after typing a return key (possibly).
This problem always occurs suddenly. It is difficult to
duplicate it. I have experienced it several times in daily use
for recent two weeks on both NT4 and Win98.
I have this problem just now by good luck...
Look at the following strange session after it occurs.
~/cygwin $ speed 38400 baud; line = 0;
min = 1; time = 0;
-brkint -icrnl -imaxbel
-icanon -iexten -echo -echoe -echok -echoctl -echoke
~/cygwin $ stty: standard input: unable to perform all requested operations
~/cygwin $
In the line 1, I typed "stty" but it was not echoed back.
In the line 5, I typed "stty echo" but it was rejected.
I notice that the `echo' option is modified into `-echo'
whenever this problem occurrs.
