cygctl? It isn't particuarly creative, but it's shorter than anything
else suggested, and it's a common naming convention for system setting
tweakers on Linux:
$ locate ctl |grep bin
/usr/bin/esdctl
/usr/bin/pg_ctl
/usr/sbin/hotplugctl
/usr/sbin/usernetctl
/usr/sbin/userisdnctl
/usr/sbin/apachectl
/sbin/sysctl
/sbin/cardctl
