Ok my first message was quiet ambiguous:
my trouble was that at the address

ftp://sourceware.cygnus.com/pub/cygwin/latest/cygwin/

I read (Netscape broswer)

cygwin-1.1.2.tar.gz         1525 Kb Mon Jun 07 23:36:00 1999 WinZip File

note that for the `setup.exe', I read:

setup.exe 426 Kb    Mon Jun 07 23:40:00 1999 Binary Executable

Whereas the others dates sound good.

I have just downloaded the setup.exe file and run it, its banner is

This is the Cygwin setup utility (v1.45.2.2),
built on Jun  7 2000 19:39:27.


If my remarks it very naive,
I am very sorry for that.
