You do not have Perl/Tk installed

Tk is allready installed for Cygwin. The perl bindings are not.
This is not just a file that is Tk.pm. I suggest you read the FAQ at
http://www.perl.com.
Perl/Tk is not yet available. Possibly an announcement on this list soon.
