inetd, telnetd on windows 2000 professional.

Hi, all:

I am currently installing inetd service on w2k.

1) The 2 system envirnment PATH and CYGWIN are set correctly.
But inetd starting on service seem not listening to any port.
If I start inetd -d command line, I can see the login: prompt and
obviously inetd is listenly from the debug info.
Why starting from service will not listen, I cann't get login: prompt?
2) Even I can start inetd -d in command line.
The telnetd doesn't recognize my passwords.
I tried both domain user and local user and modified /etc/passwd
     and /etc/group approviately.

Thanks for any help.
