I think that Corinna probably means that she didn't think that the
community could raise enough money.  Red Hat charges premium consuting
rates for this kind of activity and this would be a lot of work.

However, I would be absolutely thrilled to see something like this take
shape.  I'd love to be able to walk into a meeting with a big check in
hand saying "We need to schedule some Cygwin work for Corinna."
