foo: Permission denied

I get a "foo: Permission denied" error when running a script that
redirects to a file, "foo". I tried removing the file, but get the
same error.
mkpasswd and mkgroup were run as per install and produce correct
information as regards whomai and ls -l.
$ cat /etc/passwd
Everyone:*:0:0:,S-1-1-0::
SYSTEM:*:18:18:,S-1-5-18::
Administrators:*:544:544:, ... ::
Administrator::500:513:, ... ::/bin/sh
Guest::501:513:, ... ::/bin/sh
michaeln::1000:513:Michael Nagatkin, ... ::/bin/sh
