Use the NT user manager. This is not Cygwin functionality.

You can set this either through the explorer or through Cygwin's chmod/chown
presuming you set ntsec in the CYGWIN environment variable and you're working
on an NTFS formatted partition/drive. See the Cygwin user doc for more info
on Cygwin's permission capabilities.
