Read the FAQ in http://cygwin.com/.  /usr/bin/ and /usr/lib/ are supposed to
point to the same directories as /bin/ and /lib/.

The actual bug is that files were put in c:\cygwin\usr\bin\ and
c:\cygwin\usr\lib\ before the mounts were created.  I think that is fixed in
setup.exe 2.57.

In the meantime, move the files from c:\cygwin\usr\bin\ and
c:\cygwin\usr\lib\ to c:\cygwin\bin\ and c:\cygwin\lib\ respectively and
restore the mount points for /usr/bin/ and /usr/lib/ .

After a 'Download from Internet' then 'Install from Local Directory'
installation, the registry keys in:
HKEY_LOCAL_MACHINE\Software\Cygnus Solutions\Cygwin\mounts v2

/usr/bin
and
/usr/lib

were incorrect.

Instead of pointing to cygwin/usr/bin and cygwin/usr/lib, they point on
cygwin/bin and cygwin/lib.
For example, you cannot run LS !

After modifying them manually with REGEDIT, everything ran fine ! (I
needed
that to compile Gmp3.1.1)
