I got working. Also the compiler is working on i586-pc-cygwin.
It's compiling a program I've been using to create csound.
An MIT program called "Csound"
Before GCC 3.0, it would complain about a certain identifer. With the GCC
3.0, it does not complain.
__cdecl is what it would complain about.

tar --use=bzip2 -xf
cd binutils-2.11.2
