Pardon me for asking but doesn't /var/run/utmp only get updated if someone
uses "login"?  If true, then I assume you're content with only seeing 
those who might actually log on with login (which is not used by default
with Cygwin).  In most Cygwin installations, I think /var/run/utmp will 
tend to be empty simply because people don't use login.

Check out the source if you're really interested.  There's no need to 
find a workaround when there is code available to inspect and fix (as
needed).
