Yes, this is a known issue. I'm not sure what casues it yet, and not
able to fix it without that knowledge. I don't have chinese windows
either :[.

http://sources.redhat.com/cygwin-apps/setup.html + the cygwin-apps list
archives should provide enough resources to let you build from source.
