Think twice.  It's a server and a client.  None of them cares for
being on the same machine as the other one.

Yes, why not?  The telnet server uses CYGWIN from your system
environment while your sshd is probably started by cygrunsrv using
it's own CYGWIN setting from the service entry in the registry.
