Unannounced Cygwin DLL release?

Subject: Unannounced Cygwin DLL release?

When I downloaded the Cygwin recently (last Friday),
I was surprised to see that the Cygwin DLL had been
changed to 1.3.12-3.  This is not mentioned on the
Cygwin home page.  Do some of the mirrors have a
DLL that they should not have?
