1. As long as you don't blow away your local install cache, setup will not
re-download the packages, so reinstalling is not a problem.
2. You don't need to run these commands from a bash window. Simply open a
Windows command prompt, cd to
"C:\cygwin\t1usertools-00r1p2\H-i686-pc-cygwin/bin" (if it's still
around), and run ".\cygcheck.exe -svr" (and ".\umount.exe -A -c").
Alternatively, open a "search for files or folders" window from the Start
menu and search for "cygcheck.exe". Then cd to the directory where it's
found and run it as shown above.
3. That cygcheck output does not reflect the current situation. Try to
find cygcheck on your system and run it. I can also send you a
cygcheck.exe from my system (in a personal message, don't want to pollute
the list with it) -- if you are a trusting soul, you can give it a go...
