The full (inst) 2006-03-01 (23:10 GMT) snapshot  I.e.,
cygwin-inst-20060301.tar.bz2 where 'cygwin-inst-*.tar.bz2 = directory
from "make install" (dll, exes, libs, headers, etc)'
