chown & chown on /proc/registry/HKEY_PERFORMANCE_DATA


I was looking over my /proc directory
@lester:/% ls -ld proc
dr-xr-xr-x 11 ingber None 0 May 31  2006 proc/
and found
@lester:/proc/registry% ls -la 
total 0

I do not see how to change the combination of owner and permissions
(and date?) to access the info under HKEY_PERFORMANCE_DATA.
