If the application was compiled against cygwin, then the target machine
must have cygwin1.dll (and probably a few other things) installed. If it
was compiled with the -mno-cygwin switch, then it was cross-compiled with
a mingw environment and no longer depends on cygwin (but also no longer
belongs as a subject of this list, since it is no longer a cygwin app).
