Yes, it would have to do that. The "Recycle Bin" is a pseudo object on the Desktop which stands for the individual physical RECYCLER directories at the root of each partition, with sub-directories for each user account. The contents of the "Recycle Bin" is the union of the contents of the current user's RECYCLER sub-directories across all partitions.
