[ANNOUNCEMENT] Updated: {libtool/libltdl7}-2.4-1

GNU libtool is a generic library support script. Libtool hides the
complexity of using shared libraries behind a consistent, portable
interface.

This is major new upstream release, as evidenced by the version number
change from 2.2.x to 2.4.x. However, as cygwin's recent 2.2.11a
release was taken from ongoing development, the changes represented
by this upstream release, relative to that snapshot, are less
significant.

[[ compiled using gcc-4.3.4-3 ]]

CHANGES SINCE 2.2.11a-1
=================================
* Updated to latest upstream release (2.4, released 2010 Sep 22)
* LTO support (when used with gcc-4.5.x or above).
* Old patches
  + allow runtime library flags (like -static-libgcc)
  + Fix linking with -fstack-protector (Yaakov Selkowitz)
  + [cygwin|mingw] Create UAC manifest files (as modified)
* New patches
  + Fix regression in command-line length computation
* Major upstream changes:
  + supports sysroots via --with-sysroot option
  + supports CC=/path/to/msvc/cl.exe
  + supports LTO with GNU gcc (4.5 or later)

Test results -- old tests:
=================================
All 122 tests passed
(2 tests were not run)

Test results -- new tests (*):
=================================
114 tests behaved as expected.
10 tests were skipped.

(no regressions from 2.2.11a-1)

(*) There are intermittent failures in the following tests:
 86: compiling copied libltdl FAILED (standalone.at:49)
 87: installable libltdl               FAILED (standalone.at:66)
 88: linking libltdl without autotools FAILED (standalone.at:83)
 92: linking libltdl without autotools FAILED (subproject.at:113)
108: --with-ltdl-include/lib           FAILED (configure-iface.at:178)
But these all appear to be internal to the testsuite's dependency
structure, and don't seem to be related to libtool itself. Besides,
rerunning the tests allow them to succeed.
