Looks like ASLR to me.

Windows 7?
If so run perlrebase to set peflags -d0 on all perl dll's.
Well ran perlrebase. Had an issue or two with it not being able to update a .dll due to the file being busy (was running a Perl process at the time). Stopped the Perl process and perlrebase ran to completion. But alas the problem remains - just like before.
