Ruby: stack level too deep (SystemStackError)

How do I report a problem to the person who maintains the Ruby package for
Cygwin? How do I find who that is?
$ ruby --version
ruby 1.9.3p327 (2012-11-10 revision 37606) [i386-cygwin]
Chloe@dumbopc /cygdrive/c/Sites
$ rails -v
Rails 3.2.11
Chloe@dumbopc /cygdrive/c/Sites
$ cd testapp
Chloe@dumbopc /cygdrive/c/Sites/testapp
$ rails -v
/usr/lib/ruby/site_ruby/1.9.1/rubygems/requirement.rb:114: stack level too
deep (SystemStackError)
Chloe@dumbopc /cygdrive/c/Sites/testapp
$ bundle install
