It is only a cache depot. You can remove any directory like
http%3a%2f%2fmirrors.kernel.org%2fsourceware%2fcygwin%2f
ftp%3a%2f%2fmirrors.kernel.org%2fsourceware%2fcygwin%2f
or similar.
