Since upgrading socat today I've noticed that when I CTRL+C to
terminate it sometimes the spawned process won't terminate.
I've since set up a clean Windows 7 SP1 x64 VM with Windows Defender
disabled and its service off and I can reproduce in the case of the OS
without any MS updates, and also in the case of the OS with all MS
updates applied.
