The available one from setup are cvs-1.11.22-1 cvs-1.11.23-2 https://cygwin.com/packages/x86/cvs/ As I wrote in the ADVICE the upgrade from 1.12.13-10 to cvs-1.11.23-2 can only be managed manually, as setup is considering the 1.12.13-10 version higher than 1.11.23-2. This unusual upgrade is not managed by the current logic in setup. It was in the past but it created other upgrade problems.
