So what was your actual install path? FYI, I just used setup-2.875
to installed Cygwin into C:\cygwin-test-blubber- test\test\test and
it just worked.
I can confirm that C:\apps\Cygwin64 does NOT work but C:\apps\Cygwin6
does.  I also get the error with
C:\cygwin-test-blubber-test\test\test.

No problems updating cygwin today with setup-x86_64.exe 2.875:
$ uname -srvmo
CYGWIN_NT-10.0 2.6.0(0.304/5/3) 2016-08-31 14:32 x86_64 Cygwin
$ head -n 2 /etc/setup/setup.rc
last-cache
        C:/usr/local/cygwin64/var/cache/setup/packages
