make fails loading shared libraries CYGWIN_NT-10.0 x86_64

The latest Make on the latest 64-bit version of Cygwin fails with the error 'C:/cygwin64/bin/make.exe: error while loading shared libraries: ?: cannot open shared object file: No such file or directory' 

I have included a sanitized output of 'cygcheck -s -v -r '
