cygwin/x fails to start with error loadlibrary failed with error 87: parameter is incorrect

i've been using cygwin/x for many years and i did an installation to a new
computer and when i try to start xwin i get a popup windows with the
following error message:
LoadLibrary failed with error 87: the parameter is incorrect.
i start xwin with the following command line:
startxwin -- -clipboard -silent-dup-error -listen tcp
and get the following output:

XWin was started with the following command line:
