Right. The latest release of PGF fixes the problem by issuing an appropriate
error message instead of an obscure one:

$ tex
This is TeX, Version 3.14159265 (TeX Live 2019/Cygwin) (preloaded format=tex)
**\input tikz
(/usr/share/texmf-dist/tex/plain/pgf/frontendlayer/tikz.tex
(/usr/share/texmf-dist/tex/plain/pgf/basiclayer/pgf.tex
(/usr/share/texmf-dist/tex/plain/pgf/utilities/pgfrcs.tex
(/usr/share/texmf-dist/tex/generic/pgf/utilities/pgfutil-common.tex
(/usr/share/texmf-dist/tex/generic/pgf/utilities/pgfutil-common-lists.tex))
(/usr/share/texmf-dist/tex/generic/pgf/utilities/pgfutil-plain.def
(/usr/share/texmf-dist/tex/generic/oberdiek/atbegshi.sty
(/usr/share/texmf-dist/tex/generic/oberdiek/infwarerr.sty)
(/usr/share/texmf-dist/tex/generic/oberdiek/ltxcmds.sty)
(/usr/share/texmf-dist/tex/generic/oberdiek/ifpdf.sty)))
(/usr/share/texmf-dist/tex/generic/pgf/utilities/pgfrcs.code.tex
! Package PGF Error: PGF requires etex in extended mode.

I'll update texlive-collection-pictures shortly.
