alpha.gnu.org copies of pre3 were corrupted

I have rearranged the glibc stuff on alpha.gnu.org and now
ftp://alpha.gnu.org/gnu/glibc/ is an updated-daily full mirror 
of ftp://sourceware.cygnus.com/pub/glibc/ (plus the old glibc stuff
that was on alpha is still there).  I renamed the old libc/README file on
alpha to README-snapshots; I don't know if there is a newer version of that
file that should replace it.
