getloadavg in libc

Current BSD systems have getloadavg in libc, and I think they used to put
it in libutil.  In GNU so far, every package has the canonical GNU
getloadavg.c and has to use that.  

Any objection to adding getloadavg to libc?  I'm inclined not to use the
canonical getloadavg.c with all its portability hair, and just write an
optimal sysdeps version for each platform libc supports.
