Recent s/390 updates.

I though we need it for the transition from gcc 2.95.x to gcc 3.x.

There has been an internal version 2.95.2 of gcc but that never saw the
light of day. The only version that is used at the moment is 2.95.3.
So basically you are saying that we do NOT need __frame_state_for to get
from gcc 2.95.3 to gcc 3.x, correct ?
