Missing limitsMEMBERS.cc when building libstdc++-2.90.8 with gcc-2.95.2

I'm building libstdc++-2.90.8 as 'drop in' in the gcc-2.95.2 source dir. GCC
has previously been build succesfully using 'make bootstrap'. I've setup
links and ran 'srcdir/configure --with-gnu-as' from the gcc build dir as
described in install.html
When doing 'make all-target-libstdc++' I get the following error:
gmake[2]: *** No rule to make target `limitsMEMBERS.cc', needed by
`limitsMEMBERS.lo'.  Stop.

If I understand correctly limitsMEMBERS.cc is supposed to be generated by
mknumeric_limits. What should I do to make it work?

System: HP-UX 10.20
