YA termcap update

Michael Ring has pointed out that I screwed up the directory layout in the
last termcap package so I have updated the binary distribution, yet again,
to rectify this.  If you find that you now have a /i686-pc-cygwin directory
which has include and lib directories that contain only termcap info, you
can safely delete this directory and its contents.

Apologies for any confusion that I may have caused.
