libgpg-error is a library that defines common error values
for all GnuPG components.  Among these are GPG, GPGSM, GPGME,
GPG-Agent, libgcrypt, Libksba, DirMngr, Pinentry, SmartCard
Daemon and possibly more in the future.

To update your installation, click on the "Install Cygwin now" link
on the http://cygwin.com/ web page.  This downloads setup.exe to
your system.  Then, run setup and answer all of the questions.
